On 3 July 1942 the French cabinet, chaired by Marshall Pétain, discuss the difficulties with the German demands. The cabinet agreed on the conduction of a census of the Jews in the free zone so that when the time comes, it would be possible to distinguish between the French Jews and the foreign Jews
